“Well, as they say at the dice table—crap.” Thus spake Rep. Rob Eissler as the clock struck midnight in the House last evening, bringing many long-suffering bills to their final resting places. One such bill was SB 4, “The Champion Charter Schools Act,” which missed the deadline for a second reading in the House (see previous post). But behold! The bill’s author, Sen. Florence Shapiro, resurrected the dying bill by rolling its language into another “dropout prevention” bill that she sponsored in the House, HB 2237 (see The Houston Chronicle). According to the Quorum Report, Sen. Kyle Janek also amended HB 2237 to allow charter schools to operate chronically underperforming traditional public schools. More updates to come.
